Job Description:

  • HCRC is currently seeking a Senior Federal HR Specialist with a background in the Federal Government
  • Apply skills for assistant managers and program staff in the full range of Federal HR Staffing, Recruitment and Benefit activities
  • Analyze HR systems to identify gaps, areas of improvement, and offer recommendations.
  • Review policies and provide recommendations related to workforce planning, analytics, recruitment, onboarding, time and attendance, and performance management.
  • Review various hiring and recruitment actions to ensure compliance and best practices.
  • Develop Standard Operating Procedures (SOPs) and Training Materials in coordination with the SRC Division Chief and OHR senior staff.
  • Draft, revise, develop, and maintain SOPs and training materials related to SRC processes in compliance with Federal and Agency laws and regulations.
  • Create manuals, guides, job aids, and video tutorials offering step-by-step instructions for recruitment and staffing processes.
  • Ensure the SOPs and reference materials are clear and comprehensive for all staff.
  • Routinely review and update training materials in collaboration with the government to ensure accuracy and compliance with regulations.
  • Provide operational support for recruitment and staffing tasks and projects.
  • Process personnel actions utilizing different systems, following OPM's Guide to Processing Personnel Actions (GPPA) and agency policies, procedures, and processes.
  • Utilize a tracking/intake system to ensure timely processing of personnel actions.

Requirements:

  • Minimum of at least 6 years of Federal HR Experience
  • Expertise in human resources, including recruitment, onboarding, and HR policy development.
  • In-depth knowledge of Federal and Agency laws and regulations related to HR operations.
  • Strong analytical skills to identify gaps and suggest improvements in HR systems and processes.
  • Excellent written and verbal communication skills, with the ability to draft comprehensive SOPs and training materials.
  • Proficiency in managing personnel actions, adhering to OPM guidelines and agency policies.
  • Ability to collaborate and provide support to various teams and stakeholders.
  • Experience with electronic storage and management of HR-related documents and materials.
